Statutory curriculum — Focus Four, health hazards, and Section 11(c)
Construction Outreach is organized around the OSHA/BLS Focus Four fatality groups under 29 CFR 1926. General Industry Outreach (29 CFR 1910) uses walking-working surfaces, HazCom, and related 1910 subparts. The drawers below are statutory orientation for choosing the correct SKU—they do not enroll you or replace the PureSafety module clock.

Fall protection — 29 CFR 1926 Subpart M (§1926.500–.503)
Falls are the leading cause of death in construction. Subpart M imposes the duty to provide fall protection at six feet in many construction activities (§1926.501), specifies conventional systems—guardrail, safety net, personal fall arrest—in §1926.502, and requires training in §1926.503. Related vertical standards still apply: scaffolds (Subpart L), steel erection (Subpart R), and stairways and ladders (Subpart X). Enroll OSHA 10 Construction for awareness-level Subpart M recognition, or OSHA 30 Construction for supervisory inspection duties. Florida roofing and restoration crews: see Florida OSHA training. A General Industry 1910 Subpart D walking-working surfaces card does not document 1926 Subpart M training and will not satisfy NYC SST construction files.
Struck-by hazards — vehicles, falling objects, rigging, cranes
Struck-by fatalities include vehicle strikes (Subpart O), falling objects from hoisting and storage, and loads under cranes (Subpart CC). Controls include exclusion zones, spotters, hard hats, tool tethering, and rigging inspection. OSHA 10 Construction introduces the pattern; OSHA 30 Construction expects supervisors to plan lifts, barricades, and public protection.
Caught-in/between — excavations, unguarded equipment, collapse
Caught-in/between covers trench cave-ins (Subpart P, §1926.650–.652: competent person, soil classification, protective systems), unguarded moving machinery, and workers caught between equipment and a fixed object. OSHA 30 Construction supervisors must stop work when a competent person has not classified soil or installed protection. Plant machine guarding (1910 Subpart O) is the General Industry analog—not a substitute card for trench work.
Electrocution safety — 29 CFR 1926 Subpart K
Construction electrical safety lives in Subpart K (§1926.400 and following): GFCI use, overhead-line clearance, temporary wiring, and damaged-cord recognition. Electrocution remains a Focus Four killer through power-line contact, wet conditions, and missing lockout-adjacent practices on construction sites. OSHA 10 trains distance and recognition; OSHA 30 adds coordination with qualified persons. General Industry electrical is Subpart S (1910.301 and following)—a different Outreach enrollment.
Health hazards — silica, noise, HazCom / GHS, PPE
Silica dust — 29 CFR 1926.1153 / 1910.1053
Respirable crystalline silica from cutting, grinding, and blasting concrete or stone is a regulated health hazard on both construction and general industry sites. Outreach modules cover awareness of Table 1-style controls (water, vacuum, respirators) and the distinction between awareness training and the employer’s full written silica program. An Outreach card does not by itself satisfy competent-person or exposure-assessment duties.
Noise exposure — 29 CFR 1926.52 / 1910.95
Occupational noise can require hearing conservation when exposures reach the action level. OSHA 10/30 modules teach recognition of high-noise tasks, the purpose of baseline audiograms, and PPE as a last line—not a substitute for engineering controls. Construction and general industry numerical criteria differ; enroll in the CFR part that matches the workplace.
Walking-working surfaces — 29 CFR 1910 Subpart D
General Industry fall and walking-working surface duties live in 29 CFR 1910 Subpart D, not Construction Subpart M. Warehouse, plant, and facility workers should enroll in OSHA 10 General Industry. Construction roofs and elevations stay on OSHA 10 Construction / OSHA 30 Construction.
Chemical safety — Hazard Communication / GHS (29 CFR 1910.1200)
HazCom and the Globally Harmonized System govern labels, safety data sheets, pictograms, and the written program. PPE modules cover employer payment and selection duties, head/eye/hand/foot protection, and the hierarchy of controls (elimination, engineering, administrative, then PPE). Construction Subpart E and General Industry Subpart I are parallel but not identical. Hard-hat and eye-protection rules on a 1926 jobsite are not documented by a 1910-only card.

Section 11(c) of the Occupational Safety and Health Act prohibits retaliation—firing, demotion, or discrimination—because a worker reported a hazard, requested an OSHA inspection, or participated in a proceeding. Outreach training does not create an 11(c) claim; it documents that workers were told these rights exist. Complaints of retaliation are filed with OSHA, not with this catalog or PureSafety checkout.

What is the mandatory 7.5-hour daily limit — especially for OSHA 30?
OSHA Outreach Training Program rules cap training at 7.5 hours per calendar day for every SKU. That cap is the same for OSHA 10 and OSHA 30; the difference is total seat time. OSHA 10 is 10 contact hours, so it cannot finish in one day (minimum 2 calendar days, typically 7.5 + 2.5). OSHA 30 is 30 contact hours: 30 ÷ 7.5 = 4, so the industry-standard minimum is four calendar days at the full 7.5-hour daily maximum. You cannot legally compress OSHA 30 into 1–3 days. UL Solutions PureSafety’s clock enforces the cap. Plan NYC SST and Nevada 15-day files around those minimums, then add about five weeks after the pass date for the DOL plastic card.
Does the online course expire after 180 days?
Platform access expires 180 days after activation on PureSafety. All modules, seat-time, and exams must be finished inside that window. The 180-day clock is not the same as DOL card validity: federally, OSHA Outreach plastic cards do not expire, though employers and cities (including NYC SST refresher rules) may require additional training on their own cycle. Unused access does not pause. An expired seat requires a new enrollment.
When do I need an actively proctored course (NYC LL196 / SST)?
New York City Local Law 196 Site Safety Training on covered DOB jobs expects identity-verified OSHA 10 Construction (workers) or OSHA 30 Construction (supervisors) when those Outreach hours are taken online. Actively proctored SKUs use webcam identity lock so the name on the DOL card is the person who sat the hours. General Industry (29 CFR 1910) cards do not satisfy construction SST. Nevada NRS 618.983 OSHA-10-within-15-days files should use Construction OSHA 10; choose proctored when the owner requires identity match.
OSHA 10 or OSHA 30? Construction (1926) or General Industry (1910)?
OSHA 10 is awareness-level for laborers and entry-level workers. OSHA 30 is supervisor-level for foremen and competent persons. Construction SKUs teach 29 CFR 1926 (Focus Four, Subpart M). General Industry SKUs teach 29 CFR 1910 (walking-working surfaces, HazCom). A 1910 card does not satisfy NYC SST or Nevada construction OSHA-10. IACET CEUs are 1.0 or 1.1 on 10-hour tracks and 3.0 or 3.1 on 30-hour tracks as printed on each catalog card.
