Texas OSHA Training — Houston & Dallas Contractor Prequalification

Texas private-sector construction is enforced by federal OSHA, not a state-plan OSHA program. Houston and Dallas general contractors, homebuilders, and commercial CMs routinely require OSHA 10-Hour Construction cards in ISNetworld, Avetta, and bid prequalification. Spanish-language 1926 tracks match the bilingual crews that staff Texas residential and tilt-wall work. An Outreach card documents structured training; it does not replace the employer’s 29 CFR 1926 program.

Houston and Dallas contractor demand

Texas is a federal-OSHA state for private-sector construction. Residential production builders in Houston and Dallas–Fort Worth, plus commercial GCs on tilt-wall and tenant-improvement work, treat OSHA 10-Hour Construction as a gate card for laborers, framers, and trade helpers. Superintendents and safety leads are typically asked for OSHA 30-Hour Construction. Fall work on roofs and elevations is 29 CFR 1926 Subpart M—the matching SKUs are those same Construction 10- and 30-hour enrollments, not a 1910 warehouse card. Prequalification platforms (ISNetworld, Avetta, owner matrices) look for the DOL plastic wallet card—or the instant temporary certificate until USPS arrives (~5 weeks after you pass).

Bilingual crews

Spanish-speaking Houston and DFW crews should enroll in OSHA 10 Construcción (Español) rather than an English-only 10-hour if instruction language is the barrier. CFR citations remain 29 CFR 1926. Do not use OSHA 10 General Industry for a construction bid package.

Prequalification mapping

• Entry-level / residential trade helper → OSHA 10 Construction ($59).
• Foreman / superintendent → OSHA 30 Construction ($159; 7.5 hr/day max, 4-day minimum).
• Fall exposure on roofs and elevations → same 1926 SKUs; see 29 CFR 1926 Subpart M.
